I think the word “帅哥” (Handsome guy) and “美女” (pretty girl) are similar to American people using “honey” and “sweetie” to address strangers. They’re socially acceptable casual flattery often used between acquaintance and especially in customer service field.
It’s similar to be called honey by the waitress in a diner or a cashier at the convenient store. It doesn’t really mean anything. In rarely occasions, the clerk might indeed try to flirt with you. But in most cases, they’re just trying to be nice and attentive.
A side note, I understand being called as such can be a bit unsettling first. I remember when I first came to US, my mom went to buy grocery. And the at the cashiers, the guy called her “honey”. She’s quite taken back, but then the guy call the old lady after her “honey” as well. She came home and laughed about, and realize Americans call stranger and their loved ones “honey” all the same.
